Dutch Gaming Authority reprimands TOTO Online for role-model advertising breach
The Dutch Gaming Authority issued a notice to TOTO Online for violating the role-model advertising ban, emphasizing strict compliance during major sporting events.

The Dutch Gaming Authority reiterated its strict interpretation of the role-model advertising ban for online gambling in a notice dated 12 June. The Ksa said TOTO Online breached this ban after eight professional football clubs promoted a signed-shirt prize for customers who placed a five-euro bet with the operator. The regulator classified the campaign as promotional use of role models because the shirts were signed by players, increasing the offer's appeal to supporters.
The Ksa's interpretation encompasses both indirect and direct endorsements. It said the prohibition applies to individual professional athletes as well as teams composed of professional athletes. By using club shirts signed by players, TOTO Online indirectly employed the teams to promote online gambling, according to the authority.
The regulator linked this intervention to its seasonal supervision approach. It noted that large sporting events often heighten interest in sports betting, prompting intensified monitoring of compliance with advertising rules. The Ksa also said more money is wagered during major sports events, with young adults particularly likely to underestimate the associated risks.
This situation reflects a channelisation economics issue as much as a creative one. The regulator indicates that football-linked acquisition campaigns can still violate the role-model advertising ban, even when the promotional asset is a prize mechanic rather than a player appearing in a standard advertisement.
For operators, the operational implications are clear. Marketing teams must reassess club, athlete and prize-led campaigns against the Dutch role-model advertising ban, including indirect use through team channels and signed merchandise. The Ksa notice does not specify a fine, deadline or further sanction. For TOTO Online, the immediate consequence is tighter review of sports-event marketing and the potential for increased scrutiny from the Dutch Gaming Authority if similar campaigns persist during the current football season.
