CSSF opens MiCAR white-paper filing route in Luxembourg

The CSSF has opened its eDesk White Paper Notification procedure for filings under Article 8(1) of the EU’s Markets in Crypto-Assets Regulation (MiCAR), effective 3 August 2026.

The route covers crypto-assets other than asset-referenced tokens and e-money tokens. It is available to offerors, persons seeking admission to trading and operators of trading platforms where Luxembourg is the home member state under Article 3(1)(33) of MiCAR.

The procedure concerns filing mechanics, not substantive authorization.

The CSSF said the procedure does not approve a white paper or the underlying crypto-asset. The notice also does not set out additional review stages, processing times or a separate decision procedure after submission.

A one-channel filing route

Applicants must select the dedicated eDesk procedure named "White Paper Notification". They must use the entity type "Offeror or person seeking admission", which covers offerors and persons seeking admission to trading for the relevant crypto-assets where Luxembourg is the home member state. The CSSF said the notification forms identify all required fields.

The filing separates the white paper from its accompanying explanation. Applicants must prepare the white paper in iXBRL format, compress it into a `.zip` file and upload it through eDesk. The explanation required under Article 8(4) of MiCAR must be submitted in PDF format.

Authentication information is available through the eDesk homepage, according to the notice.

The route applies only to Article 8 notifications. Asset-referenced tokens and e-money tokens are outside the scope described by the CSSF. The applicant must also establish that Luxembourg is the relevant home member state before using the procedure.

Operators of trading platforms are included in the Article 8(1) population identified by the CSSF. The notice does not set out authorization requirements, custody standards or reserve obligations for issuers or custody providers. Those matters are outside this filing update.

The practical requirements are therefore limited to determining whether the crypto-asset falls within the notice, confirming the jurisdictional basis, completing the eDesk form and uploading the required files in the specified formats. Applicants should ensure that the submitted white paper and explanation correspond to the filing and are provided in the formats specified by the procedure.

The notice does not resolve how other national competent authorities will structure comparable submissions. It also does not describe any additional national process beyond the notification route identified by the CSSF.

Offerors, admission applicants and trading-platform operators within the stated scope should use the CSSF eDesk White Paper Notification procedure from 3 August 2026.
