Taiwan FSC clears SinoPac’s Stock Gift Card for public launch
Taiwan’s FSC amended securities rules after SinoPac’s sandbox, permitting public Stock Gift Card availability while leaving launch conditions and timing unspecified.

Taiwan’s Financial Supervisory Commission (FSC) has completed SinoPac Securities’ Stock Gift Card sandbox and amended the rules for a formal public launch.
The FSC said the amendments followed the experiment’s completion. Its 14 July 2026 release said the changes would allow the service to operate outside the sandbox.
A Stock Gift Card stores value for use through SinoPac Securities’ digital platform. Purchasers can redeem the cards themselves, give them to another person or use them in corporate marketing campaigns. The proceeds can be applied to stock purchases, brokerage fees and securities transaction taxes.
The product was issued in multiple denominations. The FSC said this made it suitable for gifting, children’s financial education and first-time investing, although the briefing does not specify a minimum denomination, eligible securities or a separate suitability threshold.
The testing period began in April 2025, when SinoPac Securities started issuing the cards. The sandbox concluded in April 2026 with nearly NT$60 million in total redemption value, more than 90,000 participants and nearly 50,000 newly opened securities accounts.
Those figures provide a conduct and distribution record for the tested institution. They do not establish market-wide uptake, and the commission has not provided figures for repeat use, the split between gifting and self-redemption or the securities purchased.
The regulatory sequence has three parts. During the sandbox, SinoPac tested issuance, redemption and platform-based application of proceeds. Before the experiment ended, the FSC amended the relevant framework and, in March 2026, accepted for recordation the Taiwan Securities Association’s Self-Regulatory Guidelines for Securities Firms Issuing Stock Gift Cards. The formal stage permits public availability under that amended framework.
The FSC said the project was its first sandbox experiment to conclude in 2026 and the 10th FinTech sandbox experiment overall. It also said SinoPac had received approval for two sandbox experiments, identifying the securities firm as the tested institution rather than presenting its operating model as a general industry standard.
For compliance teams, the immediate work sits in product governance and customer handling. Securities firms considering the model will need to assess the self-regulatory guidelines alongside their issuance, redemption, disclosure, custody and account-opening processes. The briefing confirms the use of a digital platform and the permitted applications of proceeds, but does not set out detailed transfer, redemption, suitability or custody conditions beyond those points.
The distribution implication is narrower than a new investment channel across the region. A gift card can place securities access inside household gifting, education and corporate promotion, while the account-opening figure suggests that the tested model can connect a non-traditional distribution format with brokerage onboarding. Taiwan’s framework may offer a reference point for other markets examining securities-linked gifting, but the FSC release does not describe an ASEAN passporting signal or adoption elsewhere.
FSC Chairman Peng Chin-lung said SinoPac’s commitment to innovation was "highly commendable" and encouraged financial institutions to apply for sandbox experiments or business trials. The statement ties the launch to the commission’s sandbox-to-rulemaking process, rather than to a change in prudential supervision.
The release is dated 14 July 2026, while its source record identifies 29 July 2026 as the official publication date. It says the regulatory amendments were completed before the experiment ended in April and that formal public launch is permitted, but it does not specify a separate effective date, launch date or further FSC approval milestone. The next supervisory-calendar item is the publication of implementation detail or a further FSC notice clarifying how securities firms must apply the recorded guidelines.
