Michigan adds fixed-odds horse racing to licensed online sports betting
Licensed operators can offer locked-in odds from 30 October, with sports-betting age, residency and responsible-gaming controls applying.
The Michigan Gaming Control Board (MGCB) announced on 30 October 2026 that it had added fixed-odds horse racing wagers to Michigan’s online sports betting catalogue. Licensed online sports betting operators may now offer the wagers, with the odds fixed when the bet is placed, according to the MGCB announcement.
For compliance teams, the change brings horse racing into the existing online sports betting control framework. Operators offering the product must be licensed, and the MGCB says the same responsible gaming tools, age verification and residency verification that apply to regulated sports betting also apply to fixed-odds horse racing wagers.
Fixed odds instead of pooled payouts
Fixed-odds betting differs from pari-mutuel wagering, the traditional horse-racing format in which bets are pooled and payouts depend on the final distribution of that pool. In the fixed-odds model, the payout odds are locked in when the customer places the wager, similar to conventional sports bets.
The wagers became permissible on 30 October through licensed Michigan online sports betting platforms. The MGCB’s announcement does not say that every licensed operator must offer them, only that licensed operators are permitted to do so.
The board said its mandate remains the conduct of fair and honest gaming and the protection of Michigan citizens.
The change comes as the MGCB continues to police the boundary between licensed sports wagering and unlicensed event contracts. On 30 June, the board announced a court order blocking KalshiEX from offering unlicensed internet sports betting in Michigan, according to the MGCB’s account of that order. On 28 October, it announced a court-approved agreement requiring Polymarket US to stop offering new sports-related contracts to Michigan customers and close remaining positions by 25 November.
Customer protections apply from the 30 October commencement date.
