The Gambling Regulatory Authority (GRA) has published Stable Licence Application Guidelines 2027, setting out the evidence required from Mauritius stable operators. The document was revised on 28 August 2026.

A formal application must be lodged with the GRA for a Stable Holders licence. Applicants must demonstrate professional and ethical standards and comply with the Gambling Regulatory Authority Act 2007, the applicable Rules of Racing, other applicable laws and regulations, responsible-gambling and anti-money-laundering obligations, licence conditions and Authority directions.

Evidence required for a licence

The required information includes identity documents for directors and shareholders, proof of address less than three months old or a rental agreement, and an occupation permit for foreign nationals. Corporate evidence includes a Business Registration Certificate, a certified Certificate of Incorporation, an MNS extract and VAT registration.

Applicants must disclose beneficial owners and investors and provide bank references for the company and shareholders. A certificate of character valid for six months is required for every director, shareholder, beneficial or ultimate beneficial owner and investor.

The financial package includes financial statements for the past two years or audited accounts for an existing company. It also includes six months of bank statements for the company, owner or investors, showing transactions and funds from the account that will be used.

Applicants must also provide a feasibility report and a business plan with background, objectives and three-year forecasts.

The remaining evidence includes professional-indemnity insurance details, a stable-lease engagement with HRO, declarations of assets and liabilities, a trainer engagement and signed agreement, contracts with owners, and a list of at least 15 horses.

A MUR 3 million bank guarantee is due at the time of licence approval. All directors and managers must apply for a Personal Management Licence once the stable licence is granted.

Ongoing staff and conduct requirements

Grooms working in the stable must be registered with the Authority. Groom registration badges or cards are valid for three years, while those for veterinarians and other professionals are valid for one year.

Stable licence holders must notify the Authority when grooms change and return the relevant badge or card within 14 days.

Applicants must demonstrate sufficient working capital and resources to maintain horses and staff. The guidelines also assess business acumen, financial literacy, communication, leadership, workplace safety and staff training.

Character and conduct are scrutinised, including disciplinary history, racing controversies or unethical conduct.

The three-page guidelines do not state a filing deadline or a GRA response period. The official guidelines and subsequent application correspondence are the records to monitor for those next procedural steps.
