Finland closes comments on four draft gambling decrees

The Finnish Ministry of the Interior has sent four draft decrees under the Gambling Act out for comment. The official consultation notice sets 5 August 2026 as the deadline for responses.

One proposed government decree covers gambling operated by the holder of the exclusive licence. It includes provisions on returns to players, the number of slot machines at gambling retailers, the number of gambling venues, and the number of slot machines and casino games permitted at venues and casinos.

Three proposed Ministry of the Interior decrees cover separate parts of the operating framework. One addresses rules for draw games, scratch cards, online instant games, slot machines and casino games. Another covers gambling in the competitive market, including maximum stakes for online casino games and features of online slot machines. The fourth proposal specifies when prize-claim periods begin for different game types.

The Ministry says the proposals form part of the follow-up phase of Finland's gambling-system reform. The consultation does not make the decrees final. Their text, commencement and operational effect remain subject to the next stages of the process.

The immediate requirement is to identify which proposed controls affect product rules, venue and machine limits, online casino stakes, slot features and prize-claim procedures, then retain the assessment against the final measures when they are issued.
