Chile’s Financial Market Commission (CMF) on 4 November 2026 set three deadlines for payment card operators covered by numerals 1 and 2 of the transitional provisions in Chapter III.J.2 of the Central Bank of Chile’s Compendium of Financial Regulations. The CMF issued a General Standard amending Circular No. 1 on Payment Card Operating Companies.

The first and most immediate requirement is to submit all documents needed for authorisation of existence by 31 January 2027. The process then requires the operational-testing material by 31 March and the documents needed for authorisation to operate by 31 May 2027.

Three filings, one transition

The deadlines apply as follows:

- 31 January 2027: all information required to obtain authorisation of existence;
- 31 March 2027: the report on the operational-testing plan, together with the information required for its assessment;
- 31 May 2027: all information required to obtain authorisation to operate.

The CMF said the measure is intended to provide “regulatory certainty” and facilitate the operators’ orderly transition to the definitive regime. The General Standard takes effect from its date of publication.

For affected firms, the first date is not simply a registration formality. The January submission is the documentation gate for existence authorisation, while the March filing requires evidence of the proposed testing plan and supporting material for regulatory evaluation. The May submission is the final documentation stage identified in the CMF’s timetable for operating authorisation.

Atlas reads the sequence as a supervisory signal that operators should treat authorisation as a staged readiness process rather than a single filing. Firms need to establish by January what evidence supports their legal existence, prepare testing arrangements for the March assessment and reserve a separate workstream for the May operating-authorisation package.

The next concrete event is the 31 January 2027 deadline for submitting the existence-authorisation documents.
