Bulgarian central bank applies EBA retail-diversification guidance
The Bulgarian National Bank has applied EBA/GL/2026/02, giving its proportionality framework supervisory effect for retail-diversification assessments in Bulgaria.

The Bulgarian National Bank adopted EBA/GL/2026/02 on 31 July 2026 under Article 123(1) of Regulation (EU) No 575/2013.
The EBA Guidelines on proportional methods for retail diversification concern how institutions assess retail diversification for Article 123(1) CRR purposes. The EBA issued them under Article 16 of Regulation (EU) No 1093/2010 and published them on its website, according to the BNB notice.
The BNB adoption gives the EBA’s proportionality framework supervisory application in Bulgaria. The notice does not add national requirements or amend the underlying guideline.
EBA/GL/2026/02 remains the EBA’s instrument. The BNB Governing Council’s decision applies that guidance to institutions within the central bank’s supervisory remit; it does not transpose a Directive or create a new Level 1 CRR measure.
The notice provides no further detail on calculations, documentation standards, reporting channels, affected-institution numbers or proportionality carve-outs beyond the title and legal references. It also specifies no effective date, implementation deadline or separate application timetable.
For institutions within scope, the immediate task is to map existing retail-diversification assessments against EBA/GL/2026/02 and record the Article 123(1) CRR basis for the method used. Risk, regulatory-reporting and internal-policy owners should track the BNB notice alongside the EBA guideline because the filing identifies no separate BNB form or reporting process.
The filing names the BNB Governing Council’s decision as the stakeholder action. The EBA remains the guideline’s issuer and the BNB the authority applying it in Bulgaria.
The notice does not specify a next BNB or EBA publication milestone. Until either authority publishes further implementation material, EBA/GL/2026/02 remains the reference adopted for application by the BNB decision.
