Brazil ministry details CPF controls for restricted betting accounts
Brazil’s Ministry of Finance describes a CPF-based control requiring licensed betting platforms to reject covered applicants and close matched accounts within three days.

An official 20 August 2026 notice describes a federal eligibility screen that has operated since October 2025. Licensed operators query it when each customer registers and at that customer’s first login of the day; the Ministry of Finance says the process has denied access to more than 3 million people.
The Ministry notice identifies the covered groups as beneficiaries of Bolsa Família and the Benefício de Prestação Continuada, people enrolled in government debt-renegotiation programmes, and borrowers under the Fundo de Financiamento Estudantil. The measure covers licensed fixed-odds betting platforms and is intended to protect resources assigned to social protection and families’ financial recovery.
The notice is a retrospective description of the process, not a new commencement event. It does not identify a governing normative act, issuance number or separate legal instrument, so it does not establish the legal basis for the restriction or a new effective date.
How the CPF check works
Serpro developed the Impedidos module inside the Sistema de Gestão de Apostas, or Sigap, for the Ministry’s Secretariat of Prizes and Betting. The Ministry describes Sigap as the technology platform used to regulate, monitor and supervise Brazil’s betting market.
Operators connect to the module through an application programming interface. At registration and first daily login, the operator submits the customer’s CPF. The response states whether the person is blocked and identifies the beneficiary condition recorded in the system. The restriction applies to the CPF regardless of the source of money proposed for betting.
The account decision remains with the operator. The Ministry says there is no manual government intervention in the process. According to the notice, a blocked response prevents registration; if the match concerns an existing account, the platform has up to three days to close it and must return the full balance to the holder. The beneficiary receives no additional penalty, and responsibility for applying the restriction rests with the betting platform.
What the notice leaves unresolved
The Ministry reports that Sigap processes about 500 million records each day and has accumulated more than 5 million files. It presents those figures as the scale of the wider Sigap platform. The notice does not split the more than 3 million denied-access results between rejected registrations and closures of existing accounts, or quantify the balances returned after closure.
The decisive limitation is legal status. The current notice documents a control implemented in October 2025, but names no governing normative act, issuance number, follow-up date, response deadline or docket. It also identifies no appeal, correction or technical-exception process. The record therefore supports a description of the operating workflow, but not a conclusion about its underlying legal instrument or any future procedural event. No next official event is identified in the publication.
