The Bank of Thailand has opened a public consultation on draft principles for authorized-person businesses and applications for permission to conduct that business.

The official public-hearing notice, published on 19 August 2026, said 31 days remained for comments when the page was captured. The Bank said information, views and recommendations would inform its consideration while issuing criteria under Thailand’s framework for drafting legislation and evaluating legal outcomes.

The notice is a consultation record, not a final licensing instrument. It says comments on the draft announcement will have no legal effect and gives no effective date for final criteria.

What the notice establishes

The consultation covers improvements to the criteria governing authorized-person businesses and applications for permission. The captured source does not reproduce the proposed criteria, so it does not establish any applicant information, financial thresholds, governance arrangements or operating controls that the Bank might include in a later instrument.

The notice supports reporting that the Bank is consulting on licensing principles and the application process. It does not support treating any criterion as settled or describing a particular firm as newly eligible or ineligible.

Comments may be submitted through the Bank’s website or Thailand’s central legal-system website. The notice names the Exchange Policy and Regulation Department, through the Exchange Regulation Section, as the contact point. It lists fog_ecst@bot.or.th and telephone numbers 0 2356 7848 and 0 2356 7858.

The Bank also said it would keep submissions confidential and use personal data only for commenting on the draft announcement. Submitting a view therefore participates in the consultation but does not determine the resulting rule or an authorization outcome.

The next regulatory event remains open

The 31-day period is the only timing supplied on the captured page. Because the notice expresses it as time remaining rather than a calendar deadline, the live Bank page is needed to establish the current closing date.

Comments and recommendations will feed into the Bank’s consideration during the process of issuing criteria. The notice gives no date for completing that consideration, publishing final principles or beginning a later implementation period.

Thailand’s central bank has asked for input on how authorized-person licensing and permission applications should be framed. The eventual criteria, their commencement date and their effect on individual applicants are unresolved in this notice.

The next regulatory event is a later Bank of Thailand publication setting out final text or another formal step in the rulemaking process. The notice does not identify a scheduled publication date or prescribe an interim authorization process. It therefore leaves the timing and content of any subsequent formal step open.
