Italy’s Agenzia delle Dogane e dei Monopoli (ADM) announced on 27 October 2026 that Director’s Determination prot. no. 683005/RU had amended the rules for managing entertainment machines covered by Article 110, paragraph 6(a), of the Consolidated Law on Public Security Laws. The ADM notice says the new provisions apply from 1 November 2026.

For owners of decommissioned machines, the changes alter the timetable for completing post-decommissioning operations, reduce the scope of mandatory IT tracking and introduce new deadlines for notifying changes of location. ADM says the amendments are intended to simplify owners’ administrative obligations while improving control of risks arising after machines are decommissioned.

Changes from 1 November

The determination makes three changes:

- the period for completing post-decommissioning operations increases from six months to one year;
- the IT-tracking obligation applies only to gaming boards, while other legal obligations remain in force; and
- new deadlines apply to notifications of changes in location.

The notice does not set out the new location-notification deadlines. It says the relevant applications in ADM’s restricted online area will be updated from 1 November.

The narrower tracking requirement does not remove the additional obligations imposed by law. ADM invites affected operators to take careful note of the measure and promptly adapt their organisational and management procedures.

Statutory framework

The changes sit within Article 1, paragraph 1050 of Law no. 205 of 27 December 2017. That provision assigned ADM responsibility for establishing a mandatory procedure for the disposal and destruction of decommissioned gaming machines, intended to prevent their unlawful use.

ADM says the framework was introduced by Director’s Decree prot. no. 38169/RU of 30 March 2018 and implemented through Director’s Determination prot. no. 72041/RU of 30 April 2018. The amended rules therefore concern the management phase after decommissioning.

The revised provisions apply from 1 November 2026. From that date, ADM says, the relevant applications in the dedicated restricted area are updated.
